ALTA DRIVE DESIGN TRAFFIC STUDY, TRAFFIC SIGNAL DESIGN AND LIGHTING DESIGN

This traffic study identified projected 5-year and 20-year traffic volumes along the corridor and at selected intersections, conducted signal warrant analyses, analyzed accident history, performed spot speed analyses and determined the appropriate roadway laneage and typical sections for Alta Drive and any major intersections that required improvements. The report was prepared as part of the Alta Drive Preliminary Engineering Study focusing on determining the feasibility and impacts of proposed roadway improvements.

The traffic signal design is currently being designed by Peters and Yaffee for the City of Jacksonville and will consist of two new traffic signals along Faye Road. Additionally fiber optic interconnect will be placed along the entire corridor to be compatible with the City of Jacksonville’s traffic management system. A lighting plan is also being designed to provide on street lighting along the entire length of the corridor.

Peters and Yaffee (Prime Consultant) performed the SR 15 (New Kings Road) project located in Duval County from North of Borden Street, MP 4.309, to the pavement joint just north of the SR 111/Edgewood Avenue Intersection, MP 5.009. The project consisted of the rehabilitation of the existing asphalt pavement including milling and resurfacing the existing asphalt pavement, lengthening of the left turn lane at 45th Street and minor drainage improvements. 




The project included the following:

    - Mill and resurface the existing asphalt lanes and shoulders.
    - Improve the safety and operational characteristics of the roadway to match RRR Criteria.
    - ADA upgrades including new sidewalk along the east side of SR 15.
    - The addition of Bike Lanes through the removal of on street parking.
    - Pedestrian traffic signal upgrades at 45th Street.
    - Traffic signal loop replacement at 45th Street and Edgewood Avenue
    - Signage and pavement marking upgrades.
    - Lengthening of the left turn lane at 45th Street and at Clifford Lane.
    - Minor drainage improvements, including replacement of non-standard manhole covers.

This design build project included the design of two new interconnected traffic signals as part of federal economic stimulus project 4262101. Peters and Yaffee was responsible for the traffic signal design, as well as the signage and pavement marking design for this limited access diamond interchange. The signal design included the preparation of plans, specifications and quantities to meet JTA, Florida Department of Transportation (FDOT) and MUTCD requirements, including the following: Mast Arm Layout, Signal Head Layout, Vehicle Detection, Phasing & Timing, Conduit Layout, Signal Interconnect and Technical Special Provisions.

The design of this project consisted of the pavement improvements (milling and resurfacing, pavement widening and sidewalk construction) for Miner Road from the pavement change south of SR 200 approximately 0.5 miles to the pavement change north of Shady Oak Drive/Hickory Village Way and from just North of the pavement change at Jagged Trail approximately 160’ to the pavement change at the south of Jagged Trail. Services provided included Roadway Analysis and Plans, Drainage Analysis, Utility Coordination, FDOT and SJRWMD Permitting, Specification/Bid Package Development, Bidding Services and Construction Phase Services.
